Binance app says it can't process my payment to protect me, does anyone know why this is?

I've been researching crypto for a while now and finally decided to buy, but I've attempted it twice and it won't let me, saying it is to protect me. I'm using my debit card and all of the details are correct, so I don't know what the issue is. I wasn't even making a large purchase, I was only going to spend £15 while it's my first time. Does anyone know what's up with that?

Also, will binance ever add PayPal as a way to buy crypto with fiat? I had a problem making a Nintendo purchase with my card the other week and when I used my PayPal it worked perfectly, thinking maybe if I had the choice of PayPal here it would be helpful :)
