Could someone theoretically try every seed phrase until they access accounts holding Bitcoin?

Let’s say you program a computer to try every possible combination of BIP39 until it gets a “hit” - generating thousands of different seed phrases a minute.

How is this not a risk? Especially since every word in BIP39 is known public knowledge, so therefore, every wallet in the world is visible on your screen when you look at the full list…you just need to try different combinations until you find one.
