Does the message in Bitcoin Genesis point to satoshi being British

Today is the anniversary of the creation of bitcoin 16 years ago. It contains the message about the British chancellor of the exchequer bailing out the banks. Does the mention of a British bailout point to sataoshi being British? Who else would be aware of a Times newspaper headline other than a Brit ? This headline would probably be a paper issue not online one meaning satoshi would probably be in Britain , not definitely but possibly Who other than a Brit would find this important, banks were being bailed out worldwide, why mention a British bailout ? Is satoshi a Brit or was he in Britain when he created BTC ?
