If intercontinental internet lines are crippled would bitcoin fail?

It may be hard to imagine, but if we ever experience something like a Carrington event which causes massive power-grid failures and internet blackouts, it would theoretically be possible that bitcoin could break. If global consensus is lost, but localized consensus continues (within individual countries), the result would be many hard forks of the blockchain. After even a short period of time (say a single day), it wouldn’t be possible for these individual chains to ever rejoin without a major effort on the part of the node operators and software developers to revert back to a block height before global consensus was lost. I know it’s far-fetched and unlikely, but still technically possible, correct? Or has this scenario already been foreseen and prevented?
