Reporting scammer wallet

So about a year ago I was new to crypto and we had that speculators craze and all were AWE pumping and I was just apeing in any project I liked diversifying profits from other alts , As I joined many good projects I stumbled upon Many rug pulls also . Coming a year after a little wiser and more technical savvy I tried to locate the lp and drained funds from every rug pull I faced by doing some research on each transaction and linking them to exchange wallets .

So my question is , by having evidence linking them to exchanges , how can I report them ? Is there any possibility also of recovering any funds ?

Any input or experience is appreciated ????
