Why do governments call for crypto to get regulated like gambling, but not stock market?

Just today UK MPs again call for crypto market to get regulated like gambling. I personally don't have too much against it if investing into crypto is regulated as gambling, because at the end of it, it is sort of a way of gambling, but so is stock market, and none of these government leaders ever seem to say: we have to regulate stock market like it's gambling. With investment into stocks you also gamble your money and hope for your investment to get higher just like in crypto. And all types of shit pennystocks are available to buy on stock market. It's not like stock market is much less volatile, especially if you're not focused on just top blue chip stocks that are more stable than others.
